Signs, Signs, Everywhere there's signs

Ok, we all know how I can fixate on things sometimes. Well, I have chosen to fixate on a sign that has been bothering me from the first time I read it. So maybe I am misinterpretting it. The sign reads: Quality means doing something right when no one is looking. I'm sure some of you have seen it. I looked up the word and there is nothing in the definition that would lead me to believe that is correct. I have decided (for myself) that a better word for the sign would be Integrity or Benevolence or Morality. I just needed to get that off my chest.
